To support the preparation of the project "Security and new economic growth from information networks" (TUUTTI), the Ministry of Transport and Communications invited comments on the project's key needs and themes. The consultation was open from 19 June to 31 August 2025. On 13 October 2025, the Ministry published a summary of the 33 comments received.
The project will formulate national policies for developing a secure communications network infrastructure fostering sustainable growth and competitiveness through digitalisation until 2037. The project involves strategic, wide-ranging and proactive measures to ensure Finland remains among the leaders in digital development and its application.
The respondents emphasised the impacts of technological development and disruptive technologies on communications networks, the effects of geopolitical developments on the needs of security and security of supply, the importance of a predictable investment environment and regulation, and the need to strengthen competence and research, development and innovation (RDI) activities.
The TUUTTI project was considered important and the project's objectives were seen as significant for the development and security of communications networks. Many responses emphasised that strategic planning of the communications networks and a predictable investment environment are key to enhancing Finland's competitiveness and national security.
Changes in the geopolitical situation highlight the importance of defence and comprehensive security. Several statements stressed the role of safe communications infrastructure and the protection of critical infrastructure. It was also considered important that information and cyber security are ensured in the development of communications networks and preparations are made to counter hybrid influence activities. The opinions also stressed the importance of strengthening Europe's digital sovereignty and strategic autonomy.
Many respondents called for legislative updates to make the regulation of communications networks lighter and more predictable. Excessive regulation was viewed as a risk and possible obstacle to investments. In addition, the respondents called for simplified permit processes.
Several comments highlighted the rapidly developing technologies, especially 6G, quantum technology, artificial intelligence and satellite technology. New technologies will result in increased volumes of information and data, placing greater demands on the capacity of telecommunications networks.
The technological development and innovations require both private and public investments. The need for RDI activities in communications networks was also recognised in several statements.
A compilation of the comments received is available via the Gateway to Information on Government projects. The project preparation will continue at the Ministry of Transport and Communications.
An overview of project progress and key initial assessments will be released by the end of 2025. A comprehensive scenario, goals for further preparation and concrete short-term action needs identified in the work will be published in spring 2026.
