Notice of Change in Traffic Patterns - Roosevelt Blvd CR 623 in Ocean City

CAPE MAY COURT HOUSE, NJ --The County of Cape May will be starting the reconstruction of Roosevelt Boulevard (CR 623) beginning at the easterly approach of the Roosevelt Boulevard bridge and extending to West Avenue (CR 619) with work commencing the night of Wednesday December 17^th. The reconstruction project is expected to extend over the winter and spring months with completion scheduled for the third week of May 2026.

The initial stage of construction will include demolition of the concrete roadway median just east of the bridge and the construction of temporary paving along a portion of the east bound lanes just east of the bridge. The initial construction activities will begin as a night work operation between the hours of 8:00pm to 6:00am. On Wednesday and Thursday nights (December 17^th and 18^th), the contractor will be removing the existing raised concrete median just east of the bridge. The median will be removed, and temporary base paving will be installed in its place which will accommodate subsequent traffic lane shifts. During the hours of 8:00pm to 6:00am on both nights, traffic crossing and approaching the easterly side of the bridge will be alternating since the roadway is not wide enough to accommodate the construction activity and both active lanes. Uniformed police officers will be directing traffic at the easterly bridge approach so that traffic alternates. Delays should be expected. Normal traffic patterns will resume during the day.

On the night of Friday December 19^th, approximately 800lf of the existing east bound lanes will be milled and resurfaced to fortify the distressed paving located along the east bound lanes. Approximately 300lf of milling and paving will also take place at the easterly approach to Bay Avenue (CR 656) in preparation for a scheduled change of traffic patterns that is needed for the construction activity. During the temporary paving operations, both directions of traffic will be maintained, however, there will be lane shifts and temporary stoppage of traffic to accommodate construction vehicles.

During Friday night's activities approaching Saturday morning, traffic patterns will be transformed into one single east bound lane and one single westbound lane, both being located south of the existing road centerline or within the existing east bound lanes. The new lanes will be separated by a new double yellow line, and traffic drums will be in place to prevent vehicles from occupying the existing west bound lane and shoulder. The new traffic configuration will remain in place for about 2 months as the contractor begins the reconstruction of the existing west bound lane and shoulder.

During normal daytime work hours on Monday and Tuesday (December 22^nd and 23^rd) with both active lanes now situated south of the existing center line, the contractor will replace the traffic drums and install a precast concrete barrier curb. The barrier curb will begin at the location of the west bound slip ramp at the base of the bridge and extend to the concrete median situated at the west side of the Roosevelt Boulevard/ Bay Avenue intersection. The barrier curb will allow the contractor to safely reconstruct the north side of Roosevelt Boulevard as traffic is maintained on the south side of the barrier curb. Under this configuration, vehicles will not be permitted to make a left turn from Rosevelt Boulevard onto Bay Avenue. All left turns will be directed to occur at the 34^th Street / West Avenue intersection. The left turn arrow will be disabled, and west bound CR 623 traffic will have a delayed green phase as a result.

Traffic will be always maintained during construction and businesses will remain accessible. However, travel times will be lengthened through the work zone and motorists should expect delays. Upon the installation of the concrete barrier curb, construction activities are scheduled to proceed during normal daytime working hours.
