Critical Incidents Report for September 2025

In September, TMPA opened 24 case files for critical incidents Critical incidents are cases in which an officer's actions, conduct, or omissions resulted in the death or serious bodily injury of a person; or could have resulted in such harm as a result of the officer intentionally discharging his or her firearm. These critical incidents involved members from various agencies throughout the state including: Bell County Constable Precinct 4, Dallas County Sheriff's Office, Dawson County Sheriff's Office, Ector County Sheriff's Office, Edinburg Police Department, Frisco Police Department, Grand Prairie Police Department, Harris County Constable Precinct 1, Hidalgo County Sheriff's Office, Mesquite Police Department, North Richland Hills Police Department, Palmview Police Department, Pampa Police Department, Pasadena Police Department, Refugio Police Department, Rusk County Sheriff's Office, Stafford police Department, Tyler Police Department, Van Zandt County Sheriff's Office, Wharton County Sheriff's Office, Wills Point Police Department and include the following:


1. Attorney Kenneth Biggs assisted member who was involved in an in-custody death involving a suspicious subject who was under the influence and knocking on doors. Member attempted to detain subject who then fell to the ground and was not breathing. EMS was called and CPR was administered but subject later died in hospital.

2. Member responded to a suicidal person call. When member made contact, the subject committed suicide. Attorney Robert McCabe assisted member with statement.

3. Attorney John Snider with Bob Gorsky's firm assisted member who was involved in a use of force incident that resulted in an in-custody death.

4. Several SWAT team members were involved in an on duty shooting with a murder suspect. Attorneys David Willis and Roberto "Bobby" Garcia assisted members with statements.

5. Members arrested a suspect who then ingested narcotics and was rushed to the hospital and later died. Bob Gorsky's firm is assisting members.

6. Member was involved in a major three-vehicle crash that resulted in injuries. Attorney David Willis assisted member with statement and disciplinary action.

7. While executing an arrest warrant on a wanted drug suspect, suspect displayed a handgun. Member discharged service weapon ending the threat. Attorney John Wolf assisted member with statement.

8. Attorney Lance Wyatt assisted member who was involved in a major accident.

9. Members were involved in a vehicle pursuit/use of force incident with a suspect who stabbed a citizen and ran over another. Attorney Greg Cagle assisted members with statements.

10. Members were involved in a possible in-custody death incident involving a subject who ingested narcotics during an arrest and was hospitalized. Attorney Randall Moore assisted members with statements.

11. Attorney Lance Wyatt assisted member who was involved in an in-custody death with a suspect who went into cardiac arrest while being booked into the jail.

12. Member was involved in an in-custody death involving an individual who, upon being taken into custody, was acting erratic and was taken to the hospital for evaluation. Subject later died. Attorney Eric Perkins assisted member.

13. Attorney Andy Stinson assisted member who was involved in a critical incident involving a subject who, upon being booked into jail, was going in and out of consciousness.

14. Member was involved in a dog shooting and was assisted by attorney Bailey Sapien.

15.Attorney Greg Cagle assisted member who, when serving a warrant, was involved in an in-custody death of a suspect who committed suicide.

16. Eight other critical incidents involving an on-duty shooting (Attorneys who assisted include Amanda Bolin, Lance Wyatt, Zach Horn with Bob Gorsky's firm, David Willis, John Wolf, Phil Johnson.)
