On Tuesday, the City Council approved the adoption of the Eastside Transportation Plan (ETP) to be included in the upcoming Master Transportation Plan and Comprehensive Plan update. Council approved funding $1.1 million for the East Lancaster Avenue Corridor and Sub-Regional Planning Study, retitled the Eastside Transportation Plan in September 2022.
The plan outlines capital projects necessary to inform the design and reconstruction of East Lancaster Avenue (SH 180), Brentwood Stair Road and Bridge Street. SH 180 reconstruction is fully funded and 60% designed from Loop 820 to Riverside Drive.
The ETP is a testament to the City's Transportation & Public Works (TPW) Department's project development and delivery process, leading to capital project funding and construction.
The project development process commenced in January 2023 and concluded in January 2025.
The document includes transportation corridor alternatives analysis, economic development analysis and a form-based code. There were four rounds of public open houses, a series of neighborhood-specific meetings, surveys and a website to keep the public informed and receive input, where the survey received over 750 responses. The plan only contains recommendations.
The City Plan Commission recommended the plan for approval in June after a public hearing. Once the plan is adopted, Development Services staff will present a form-based code and zoning changes, while TPW staff will lead updates to the arterial network amendments for City Council consideration.
The document is being used in the design reconstruction of East Lancaster Avenue (west of Loop 820). The roadway is currently under design by the Texas Department of Transportation (TXDOT) and is fully funded by the North Central Texas Council of Governments (NCTCOG) with a match from the City of Fort Worth.

The TXDOT-led East Lancaster Avenue project is scheduled to break ground in 2027 or 2028 and is expected to be completed in 2029.
