On Sunday, August 3, 2025 at 2:20 a.m., Portland Police Officers assigned to Central Precinct patrol and the Entertainment Detail were monitoring a group of about 100 people congregating in a parking lot at Northwest 4th Avenue and Northwest Couch Street. They heard gunshots within the group, quickly formed into a reaction team, and immediately converged on the area. They found two gunshot victims, one adult male and one adult female. Officers began trauma first aid on the victims while others tried to create a safe working space for the officers and paramedics. An estimated 50 people surrounded them and tried to push past the officers. The officers trying to render aid had to split their attention due to the unruly crowd that significantly outnumbered the officers. A sergeant requested all available police personnel citywide to respond to the scene with lights and sirens. Meanwhile, Officers quickly implemented a contingency plan to get the victim medical help. They picked up the injured male victim and moved him to a safe area where emergency medical services (EMS) could reach him. The man was transported to the hospital by ambulance. His injuries are critical in nature and his prognosis is unknown.
Meanwhile officers assisted the female victim, who was injured, but still conscious. She was transported to the hospital with injuries that are believed to be non-life-threatening.
Officers from other precincts were released to return to their assigned areas. North Precinct officers responded to Legacy Emanual Hospital on a report that a group of at least 20-30 people were trying to access the Emergency Room and hostile toward hospital security officers. PPB officers were notified that the hospital was in a Code Silver (lockdown). Responding PPB officers supplemented the security personnel, helping to deescalate the tense situation. The Portland Police Crisis Response Team (CRT) responded to assist the families and friends of the victims.
A crime scene was established and Officers moved into the investigative phase of the incident. The Enhanced Community Safety Team (ECST) was called out and began an investigation. No immediate arrests were made. Detectives believe many people left the scene without speaking to police, and some may have critical photo or video evidence showing what took place.
