Meet TAC's Legislative Services team

The 89th Texas Legislature is in session, and the Texas Association of Counties is hard at work. TAC's Legislative Services team helps county officials connect with lawmakers and keeps them informed about important developments at the Capitol.

Caroline Love, appointed as Director of Legislative Services in April, leads the team. She previously served as a legislative consultant and liaison to the Tax Assessor-Collectors Association of Texas. Amy Ruedas manages the department's operations.

The team includes skilled legislative consultants who work with county affiliate associations:

  • Amy Bruno works with the Justices of the Peace & Constables Association of Texas.
  • William Chapman focuses on federal issues.
  • Elizabeth Choate serves as liaison to the Texas District & County Attorneys Association.
  • Davis Hairston is liaison to the Tax Assessor-Collectors Association of Texas.
  • Kirsten Mills is liaison to the County & District Clerks Association of Texas, with Nanette Forbes.
  • Stefan Silveira works with the County Judges and Commissioners Association of Texas.
  • Carl Weeks is liaison to the Sheriffs' Association of Texas.
  • Pete Winckler works with the Texas Association of County Auditors and is coordinator of TAC's Core Legislative Group.
  • Julie Young works with the County Treasurers' Association of Texas.

TAC's legislative efforts are further strengthened by its policy analysts: Jack Austin, Sara Ratliff and Zelma Smith, senior fiscal analyst.
