The Kern County Board of Supervisors met today as scheduled for Tuesday's July 15, 2025, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor David Couch (District 4), and Chairwoman Leticia Perez (District 5) were in attendance. Item No. 1 AM session:
The Board adopted a resolution honoring Probation Division Director Ryan Wegis, upon his retirement with 27 years of dedicated service to the County of Kern.
Item No. 2 AM session:
The Board adopted a resolution honoring Probation Supervisor Sonya Mitchell-McCall, upon her retirement with 35 years of dedicated service to the County of Kern.
Item No. 3 AM session:
The Board proclaimed July 20-26, 2025, as Probation Services Week in Kern County.
Item No. 9 AM session:
The Board authorized a resolution from the City of Delano requesting the Elections Official to conduct their Special Municipal Measure Election to be held November 4, 2025.
Item No. 10 AM session:
The Board voted to approve the Proposed Amendment No. 5 to Agreement 101-2016 with Dominion Voting System, Inc., providing Democracy Suite Voting System, to extend the term from December 31, 2025 through December 31, 2027 to maintain compliance with State law until a Request for Proposal (RFP) is finalized and to upgrade system to current certified version.

Item No. 11 AM session:
The Board approved the proposed resolution authorizing Behavioral Health and Recovery Services to execute an additional thirty-day involuntary psychiatric hold as allowed under Welfare and Institutions Code 5270.10 - 5270.65.
Item No. 13 AM session:
The Board approved a retroactive Memorandum of Understanding (MOU) with Kern County Sheriff's Office to provide assistance with behavioral health calls in the Sheriff's 911 Communications Center from July 1, 2025, through June 30, 2026.
Item No. 14 AM session:
The Board approved a retroactive Memorandum of Understanding (MOU) with Bakersfield Police Department to accept funding for the provision of services for the Bakersfield Police Department's communication center and homeless co-response programs from July 1, 2025, through June 30, 2026.
Item No. 15 AM session:
The Board approved a request authorizing Behavioral Health and Recovery Services to request Mental Health Services Act Innovation funding from the California Department of Health Care Services for the Semi-Statewide Enterprise Health Record (EHR) Project.
Item No. 20 AM session:
The Board approved the retroactive sole source Agreement with Good Samaritan Hospital to provide inpatient psychiatric hospital services for adult mental health clients who reside in Kern County from July 1, 2025 through June 30, 2026.
Item No. 25 AM session:
The Board approved the retroactive agreement with the State of California Employment Development Department (EDD) for the Workforce Innovation and Opportunity Act (WIOA) Farmworkers Advancement Program to provide employment and training services to 85 Kern County farmworkers from April 1, 2025, through March 31, 2027.
Item No.27 AM session:
The Board approved the retroactive Memorandum of Understanding (MOU) with TalentBase LLC for the High Road Training Partnerships 2025 Grant Program from June 30, 2025 through June 29, 2027.
Item No. 32 AM session:
The Board approved a Resolution for retroactive authorization to submit grant application and accept grant funding from California Highway Patrol for Cannabis Tax Fund Grant Program from July 1, 2025, through June 30, 2026.
Item No. 39 AM session:
The Board approved the retroactive Memorandum of Understanding (MOU) with California State University Bakersfield, College of Natural Sciences, Mathematics and Engineering, for the Public Heath Internship Program from February 11, 2025, through June 30, 2026.
Item No. 43 AM session:
The Board approved a retroactive Agreement with the City of Maricopa for law enforcement services within the City of Maricopa from July 1, 2025, through June 30, 2030.
Item No. 44 AM session:
The Board approved an agreement with Mojave Air and Space Port for supplemental law enforcement services from July 15, 2025 through June 30, 2028.
Item No. 48 AM session:
The Board voted to approve the proposed ordinance adding Chapter 9.46 to Title 9 of the Kern County Ordinance Code relating to unlawful possession of a catalytic converter.

Item No. 15 PM session:
The Board held a public hearing at the request of the County Administrative Office to consider a Proposed Ordinance amending Chapter 2.44 to Title 2 of the Kern County Ordinance Code, adding Section 2.44.050 to establish a filing fee to recover costs of processing Assessment Appeal Applications to property tax and implementing a Fee Waiver for eligible applicants. The proposed fee will recover costs related to staff processing Assessment Appeal Applications for property taxes. Following the hearing, the Board approved to establish a $75.00 filing fee for applicants filing a property tax assessment appeal application and implementing a fee waiver for eligible applicants.

Item No. 16 PM session:
The Board approved Amendment No. 1 to Agreement 485-2023 with the Open Door Network providing homeless assistance, expanding the scope of services to include transportation services for Open Door Network shelter clients, effective July 15, 2025.
Item No. 18 PM session:
The Board approved contributions to Sons of the American Revolution in the amount of $500 to support community education; Phillip Campas Foundation in the amount of $500 to support veterans, law enforcement, first responders, active military and their families; Oildale Community Action Team in the amount of $750 to support the Oildale community; and Bakersfield VA National Cemetery Support Committee in the amount of $1,000 to support improvements and promote recognition as the resting place of our nation's heroes.
Item No. 25 PM session:
The Board approved a retroactive Memorandum of Agreement (MOA) with Kern Council of Governments, acting as the Kern Motorist Aid Authority, for the operation and funding of the hazard and obstruction removal program on state highways within Kern County from July 1, 2025 through June 30, 2026. The Board also found the project to be exempt from further CEQA review.
The next Board of Supervisors Evening Budget Meeting is scheduled for July 28, 2025, at 6:00 p.m.
The next Regular Board Meetings are scheduled for July 29, 2025, at 9:00 a.m. and 2:00 p.m.
