CPN meeting in Warsaw focuses on civil–military cooperation

On 12-13 February 2026, the Civil Protection Network (CPN) of the Council of the Baltic Sea States met in Warsaw under the Polish Presidency, held by the State Fire Service of the Republic of Poland. Senior experts examined how to strengthen civil-military cooperation in a changing security environment, with a focus on the Baltic Sea Region and Ukraine.

Participants identified practical challenges and opportunities for closer coordination between civilian authorities and military actors to improve regional preparedness and coordinated response. Drawing on Ukraine's experience of crisis and war, they discussed lessons learned and recommendations relevant for Poland and the wider region.

The meeting also addressed cross-sectoral cooperation to protect cultural heritage in times of crisis, underlining its role in regional identity and societal resilience. The outcomes will inform further CBSS work on preparedness and cooperation across the region.
