ICYMI: Chairman Scott Joins HUD Secretary Turner to Discuss Housing Priorities, ROAD to Housing Act

Washington, D.C. - Senate Banking Committee Chairman Tim Scott (R-S.C.) today joined Scott Turner, Secretary of the Department of Housing and Urban Development, for a fireside chat to discuss the Banking Committee's agenda going forward, particularly the Renewing Opportunity in the American Dream (ROAD) to Housing Act.

On increasing housing access to more Americans:

"I cannot think of a more important conversation to have about the American Dream than making housing more accessible for everyday Americans who are struggling to believe in our dream. When the average first time homebuyer today is at 38 years old, we are missing really important aspects to the housing conversation. I'm excited to be surrounded by so many experts in innovation and creativity that will allow us to bring that 38 years old down younger."

On the bipartisan nature of the ROAD to Housing Act:

"And so what we did in the ROAD to Housing is - it started off as my bill, but it became our bill, because my bill would never pass. If I want something to actually become law, it can't be my bill. It has to be our bill… And so we got every member on the left and every member on the right to have a piece of the pie, and we were able to get the ROAD to Housing done. It would never have worked if it was just Tim Scott's bill. It is the Senate Banking Committee's bill because it reflects the priorities of the American people from Massachusetts all the way down to the great state of South Carolina."

On cutting red tape and regulations for homebuilders:

"Sometimes we're using antiquated definitions for things that no longer meet the moment. Eliminating the chassis component of allowing for more modular [housing] to happen is key to accelerate the path of home ownership. You look at the rental assistance demonstration program. Looking for ways to make our government work for the people is key, and if we can bottle that on the federal level, then we can ask the state and the local jurisdictions to do this exact same thing."

Background:

In July, Chairman Scott led the Renewing Opportunity in the American Dream (ROAD) to Housing Act of 2025, which passed unanimously out of the Senate Banking Committee in the committee's first bipartisan housing markup in over a decade. The comprehensive housing package takes important steps to increase access to affordable housing for Americans across the country by expanding and preserving housing supply, improving housing affordability, and increasing oversight and efficiency of federal regulators and housing programs. The bill now awaits a vote on the Senate floor.
