Public Notice: Land Quality Division Advisory Board Meeting - March 19, 2026, 10:00 a.m. (MST)

The Department of Environmental Quality (DEQ), Land Quality Division (LQD), will hold an Advisory Board (AB) Meeting beginning at 10:00 a.m., on Thursday, March 19, 2026. The meeting will be held via video conference call. The major items of discussion will be the final presentation of new Noncoal Chapter 14 - Blasting for Noncoal Surface Mining Operations, and related revisions to Noncoal Chapters 2, 9, and 10. The proposed revisions were drafted in response to a 2024 House Bill 0033 which granted DEQ the authority to draft rules for the regulation of the use of explosives at noncoal surface mining operations. Chapter 14 has been further revised based on comments received during the September 18, 2025, and December 17, 2025, Advisory Board meetings. The LQD will be seeking the AB's recommendation to proceed to formal rulemaking for Noncoal Chapters 2, 9, 10 and 14 at this meeting.
