At the Jan. 14, 2025, Board of County Commissioners meeting, the board took the following action on the regular agenda:
Airports - approved amendment No. 3 to the Construction Manager (CM) contract with Suffolk Construction in the amount of $114,884,560 for Concourse B Expansion - Package 2B at the Palm Beach International Airport (PBCI), a budget transfer in the amount of $10,000,000 from the Airport's Operating Fund to the Airport's Improvement and Development Fund, a budget transfer in the amount of $11,000,000 from the Airport's Passenger Facility Charges Fund to the Airport's Improvement and Development Fund, a Budget Amendment in the amount of $27,298,523 and a Budget Amendment in the amount of $27,298,523 in the Airport's Improvement and Development Fund to provide a budget for the Amendment, including a transfer from reserves in the amount of $6,298,523.
Engineering - approved the State of Florida Funded Grant Agreement with the Florida Department of Transportation (FDOT) in the amount of $2,750,000, for the County to design and implement an Adaptive Traffic Control System (ATCS) along Okeechobee Boulevard between I-95 and Flagler Drive.
Housing & Economic Development - adopted an ordinance granting economic development Ad Valorem Tax Exemptions (AVTE) for a ten-year period, expiring August 19, 2034. All AVTE requests are contingent upon the eligibility of the new business or expanding business and subject to BCC approval on a case-by-case basis.
Approved on first reading a resolution to designate parcels located at 9302 and 9400 South Military Trail, within unincorporated Palm Beach County as a Brownfield Area and shall be known as the Cypress Creek Green Reuse Area.
Office of Equal Business Opportunity - adopted the amended Equal Business Opportunity (EBO) to ensure consistency between the "Procurement and/or Purchasing Code", and other administrative reforms including incorporating the Small Business Enterprise (SBE) and Minority/Women Business Enterprise (M/WBE) Mentor Protégé Pilot Program as a permanent part of the EOB, updating Special Master Hearing appeal bond fees and clarifying the frequency of EBO's reporting requirement.
Office of Financial Management and Budget - four cross-departmental teams, Economic Development CDT, Unsheltered Residents CDT, Housing Development CDT, and the Substance Use and Disorders CDT provided an update on their progress related to the county's seven strategic priorities. Three CDT's provided an update on their progress at the Jan. 7, 2025 meeting.
Planning, Zoning & Building - Building Department staff provided an update on the Milestone Inspections of all condominiums and cooperative buildings three (3) stories or more that have reached 30 years of age. The Board directed staff to send reminder letters and non-compliance letters to the Agent of Record and unit owners for the buildings that have not submitted Phase 1 and Phase 2 reports and considered options for buildings that remain in non-compliance including initiation of Code Compliance action.
