Tallahassee City Manager Reese Goad Honored with E.C. Shreve Jr. Lifetime Achievement Award

On July 16, the Florida Municipal Electric Association (FMEA) honored Tallahassee City Manager Reese Goad with the E.C. Shreve Jr. Lifetime Achievement Award at its annual conference. The Lifetime Achievement Award is a high honor awarded to an individual who has devoted a significant part of their career to the advancement of public power in Florida.

"Reese is not only a tireless advocate for public power, but also a visionary who embraced new technologies for the betterment of his community, demonstrating to other public power utilities the benefits they could harness from early adoption of these technologies," said Amy Zubaly, FMEA Executive Director. "He embodies the spirit of public power - a passion to serve, a commitment to community and a vision for the future. We thank him from the bottom of our hearts for his many contributions to public power over his decades of service."

FMEA has presented the Lifetime Achievement Award to only nine individuals over the last 25 years, with City Manager Goad becoming the 10th honoree and the first since 2022.

"Receiving this prestigious award is a profound honor. One of the greatest privileges of my career has been the opportunity to contribute to the public power industry alongside so many dedicated professionals," Goad said. "It truly reflects the commitment, teamwork and unwavering pursuit of excellence demonstrated by the exceptional people I have had the privilege to lead. Their strength, resilience and determination have inspired me every day, and I share this honor with all who have been part of that journey."

Goad has more than 31 years of public service, including a 26-year tenure with the City of Tallahassee. During his tenure, the City has strengthened its electric utility (one of the largest in Florida), ensuring it is a cornerstone of reliability, affordability and long-term financial stability. Most recently, he oversaw the City's launch of the first public-owned EV fast-charging station, with more coming online soon. Early in his career, Goad spearheaded the City's early adoption and rollout of advanced electric, gas and water smart grid technology, the first in the nation. Efforts did not go unnoticed, as Tallahassee has been recognized as the No.1 Public Utility in America and a Utility of the Future, Today.

Prior to joining the City, Goad held positions with the Florida Public Service Commission in the Bureau of Electric Regulation and Bureau of Conservation and System Planning. He has served on a variety of local and state boards, including the Florida Municipal Electric Association and the Florida City and County Management Association, and is a member of the International City and County Management Association.

FMEA represents the unified interests of 33 public power communities across the state, which provide electricity to more than 4 million of Florida's residential and business consumers. Municipal electric utilities provide affordable, reliable electric service and have been doing so for more than a century.
