International Civil Aviation Organization convenes Extraordinary Assembly
States to elect four additional ICAO Council Members
Montréal, 3 July 2026 - An Extraordinary Session of the ICAO Assembly will be held from 19 to 20 November 2026 in Montréal to elect four additional Member States to the ICAO Council.
Invitations to the Assembly were sent to all 193 ICAO Member States today.
The election follows the entry into force of the 2016 Protocol amending Article 50 (a) of the Convention on International Civil Aviation on 12 June 2026, increasing the membership of the ICAO Council from 36 to 40 Member States.
The Council is ICAO's governing body. It carries out the directions of the Assembly, discharges the duties and obligations given to it by the Convention, and submits annual reports to the Assembly. Its responsibilities include the consideration of proposals by the Air Navigation Commission, which is the Organization's highest technical body. The Council may also investigate and act as an arbiter on matters concerning aviation and the implementation of the provisions of the Convention.
This 43rd Session (Extraordinary) of the Assembly will concur with the separate proceedings of ICAO's Seventh Worldwide Air Transport Conference, with both taking place at ICAO's headquarters.
