Kentucky Engineers Support Scholarship Program to Strengthen Licensure Pipeline

Kentucky lawmakers are advancing legislation aimed at strengthening the pipeline of future Professional Engineers and Professional Land Surveyors in the state, following engagement from the Kentucky Society of Professional Engineers (NSPE-KY).

House Bill (H.B.) 49 establishes the Kentucky Professional Engineer and Professional Land Surveyor Incentive Scholarship Fund, a program designed to encourage Kentucky students to pursue engineering and surveying degrees and ultimately become licensed professionals practicing within the Commonwealth.

NSPE-KY played an active role as the proposal developed, helping elevate the importance of strengthening the future engineering workforce and reinforcing the value of professional licensure. The society engaged with policymakers and stakeholders to support the concept behind the legislation and highlight how workforce investments tied to licensure help protect public health, safety, and welfare.

As part of these efforts, NSPE-KY Executive Director Russell Romine submitted letters to lawmakers outlining the society's support and emphasizing the importance of investing in the next generation of licensed professionals.

Under H.B. 49, the scholarship program would be administered by the state licensing board and funded through existing revenue sources, including penalties and fines assessed by the board and a $5 allocation from current professional licensure renewal fees. Scholarship recipients would be required to obtain licensure and practice in Kentucky for a period tied to the length of time they receive scholarship support.

NSPE-KY leaders noted that encouraging students to pursue licensure and remain in state to practice represents a proactive approach to addressing workforce needs while reinforcing the profession's responsibility to safeguard the public. The bill received overwhelming bipartisan support in the Kentucky House, passing by a vote of 97-0, and has moved to the Senate for further consideration.

For NSPE-KY, the effort reflects the value of sustained engagement with policymakers and the important role state societies play in advancing policies that support the engineering profession. Initiatives like this scholarship program demonstrate how collaboration between the profession and lawmakers can help ensure a strong pipeline of future Professional Engineers are prepared to serve their communities.
