Drinking Water Source Protection Program Framework 2025
New York State Department of Environmental Conservation (NYS DEC) and New York State Department of Health (NYS DOH), in collaboration with the New York State Departments of Agriculture (NYS AGM) and New York State Department of State (NYS DOS), announce that the "Drinking Water Source Protection Program Framework 2025" (the Framework) is available for public comment. The Framework guides technical assistance (TA) providers and communities in developing a comprehensive drinking water source protection plan tailored to the community's needs, with state oversight. Drinking Water Source Protection Program (DWSP2) TA providers have successfully field tested the Framework, and program staff have gathered comments and incorporated extensive feedback into the document. The Framework will continue to ensure the statewide program is implemented consistently for all participating communities across New York.
Public comments are being accepted electronically until Wednesday, June 25, 2025 at 4:00 p.m. Please submit comments to [email protected]with the subject line "Framework Comments".

The Drinking Water Source Protection Program (DWSP2) is a voluntary, locally led, and state-supported program that helps municipalities with proactively protecting their public drinking water sources. The program offers free technical assistance to develop and initiate implementation of their unique DWSP2 plan, leading to actionable steps each municipality can take to protect their drinking water sources now and into the future.
