On behalf of the Association of California Water Agencies (ACWA), I am writing to encourage the legislature to increase funding for water and related natural resource issues in the 2026-27 budget. ACWA represents approximately 470 public water agencies that are collectively responsible for 90 percent of the water delivered to communities, farms, and businesses in California. Specifically, we support higher allocations for certain grant programs under the voter-approved Proposition 4 and restored funding for certain tier 3 programs in the Greenhouse Gas Reduction Fund (GGRF). Finally, we would strongly urge the Legislature to maintain the environmental agency staff positions that the Administration is proposing for elimination in the 2026-2027 Budget.
