Shaffer Aims to Turn Volume Down on Digital Disruption in Streaming Ads

HARRISBURG - Rep. Jeremy Shaffer (R-Allegheny) announced he is introducing legislation that would prohibit video streaming services from playing commercial advertisements at a volume louder than the video content they accompany.

Shaffer's legislation will mirror federal requirements in the Commercial Advertisement Loudness Mitigation (CALM) Act that apply to television broadcasters and cable operators. However, the CALM Act does not currently cover internet-based streaming platforms.

"My bill is a commonsense measure to protect Pennsylvanians from the disruptive and often jarring experience of loud streaming ads," Shaffer said. "If we already require volume consistency on traditional TV, there's no reason streaming services shouldn't be held to the same standard."

Shaffer highlighted a recent Pew Research Center survey, which showed 83% of Americans watch streaming services, compared to just 36% who subscribe to cable or satellite TV.

"Streaming services are now the primary way most Americans consume video content," Shaffer added. "My legislation will ensure a more comfortable viewing experience for consumers and protect them from disruptive advertisements."
