Contracts For Dec. 29, 2025

AIR FORCE

The Boeing Company, St. Louis, Missouri, was awarded a ceiling $8,577,700,000 hybrid cost-plus-fixed-fee, fixed-price incentive (firm-target), firm-fixed-price, undefinitized contract action for the F-15 Israel Program. This contract provides for the design, integration, instrumentation, test, production, and delivery of 25 new F-15IA aircraft for the Israeli Air Force with an option for an additional 25 F-15IA aircraft. Work will be performed at St. Louis, Missouri and is expected to be complete by Dec. 31, 2035. This contract involves Foreign Military Sales (FMS) to the State of Israel. This contract was a sole source acquisition. FMS funds in the amount of $840,000,000 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8634-26-C-B001).

The Boeing Co., Oklahoma City, Oklahoma, has been awarded a ceiling $4,200,000,000 modification (P00058) to previously awarded contract FA8106-16-D-0002 for E-4B contractor logistic service follow on fiscal 16-36, providing programmed depot maintenance services, contractor operated and maintained base supply management, program management, field support services, super high frequency system integration laboratory support, obsolescence studies, and engines support. The modification brings the total cumulative face value of the contract to $4,200,000,000 from $1,500,000,000. Work will be performed at Oklahoma City, Oklahoma; San Antonio, Texas; and Offutt, Nebraska, and is expected to be complete by fiscal 2027. Fiscal 2026 operations and maintenance funds in the amount of $23,491,305 are being obligated at the time of award. DEFENSE LOGISTICS AGENCY

LC Industries Inc.,** Durham, North Carolina, has been awarded a maximum $138,447,289 firm-fixed-price, indefinite-quantity contract for Chemiluminesent lights and Chemiluminesent shield lights. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(5), as stated in Federal Acquisition Regulation 8.7. This is a five-year contract with no option periods. The performance completion date is Dec. 28, 2030. Using customers are Army, Navy, Air Force, Marines, and Coast Guard. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. The contracting activity is Defense Logistics Agency Weapons Support Richmond, Virginia (SPE4A6-26-D-0029).

Excel Garment Manufacturing Ltd.,* El Paso, Texas, has been awarded a maximum $47,552,400 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for improved flame-resistant coveralls. This was a competitive acquisition with eight responses received. This is a four-year contract with no option periods. The ordering period end date is Dec. 24, 2029. Using military services are Air Force and Navy. Type of appropriation is fiscal 2026 through 2030 defense working capital funds. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-26-D-0017).

NAVY

Huntington Ingalls Inc., Newport News Shipbuilding, Newport News, Virginia, is awarded a $97,680,000 cost-plus-incentive-fee modification to a previously awarded contract (N00024-24-C-2106) for additional long-lead-time material for the accomplishment of the USS Harry S. Truman (CVN 75) refueling and complex overhaul (RCOH). Work will be performed in Newport News, Virginia and is expected to be completed by September 2026. Funding will not be obligated at time of award. Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, was awarded a $92,783,864 cost-plus-incentive-fee modification to a previously awarded contract (N00024-23-C-5123) to exercise options for Australia in-service for Advanced Electronic Guidance Information System (AEGIS) AEGIS sustainment, Japan JB/3/6/7 in-service AEGIS sustainment, Korea K2 in-service support, Australia technical documents, and Foreign Military Sales (FMS) other direct costs and travel. Work will be performed in Moorestown, New Jersey, and is expected to be completed by Dec. 31, 2026. FMS (Japan) funds in the amount of $20,179,752 (50%); FMS (Korea) funds in the amount of $14,856,673 (37%); and FMS (Australia) funds in the amount of $5,290,596 (13%), will be obligated at the time of award and will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. (Awarded Dec. 22, 2025)

ARMY

Honeywell International Inc., Phoenix, Arizona, was awarded a $58,790,991 modification (P00026) to contract W56HZV-20-D-0062 for program services and systems technical support engineering services for the automotive gas turbine 1500 engine platform. The modification brings the total cumulative face value of the contract to $2,689,000,000. Work locations and funding will be determined with each order, with an estimated completion date of March 31, 2028. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-20-D-0062).

Buchart Horn, York, Pennsylvania (W912BU-26-D-A004); Michael Baker, Moon Township, Pennsylvania (W912BU-26-D-A006); and HDR, Omaha, Nebraska (W912BU-26-D-A007), were awarded a $30,000,000 firm-fixed-price contract for architectural and general engineering services. Bids were solicited via the internet with 13 received. Work locations and funding will be determined with each order. The estimated completion date is Dec. 28, 2030. The U.S. Army Corps of Engineers, Philadelphia District, is the contracting activity.

CORRECTION: The $50,000,000 firm-fixed-price contract (W5J9JE-26-D-A001) announced on Dec. 23, 2025, to Al Ghanim Combined Group Co. Gen. Trad. & Cont. WLL, Hawally, Kuwait, for sustainment, restoration and modernization support for minor military construction, was actually awarded on Dec. 24, 2025.
