Williams to Introduce Legislation to Make Swatting a Crime in Pennsylvania

HARRISBURG - Rep. Craig Williams (R-Delaware/Chester) issued a co-sponsor memo today announcing legislation he will introduce next week targeting the rise of "swatting" in Pennsylvania, a dangerous criminal act which endangers lives, including those of law enforcement. "Swatting is not a prank. It is a violent threat disguised as a mere phone call," said Williams. "When someone falsely reports an emergency to provoke a heavily armed police response, they intentionally risk lives of everyone targeted at the location and law enforcement." In August, a coordinated wave of false active shooter reports targeted Villanova University, terrorizing students and parents while pulling emergency responders into an all-out mobilization. These threats turned out to be fictitious. But the impact was real and deeply felt. "It is absurd that hoax calls of active shooters - which is intended as an act of terrorism - is not currently a crime in Pennsylvania. We must remedy that immediately. Our safety demands it," said Williams. To address this threat, Williams will introduce two bills. The first will make swatting a felony when the individual engages in the act of swatting. The second allows courts to order those convicted of swatting to reimburse the state, municipalities and emergency responders for the full cost of their response, including personnel time, prosecution and equipment. "These bills reflect a simple principle: if you terrorize our community with false calls of active violence, you will be punished," said Williams. Williams is a former federal prosecutor, head prosecutor of the Marine Corps Reserve, and combat veteran. He has long prioritized legislation that protects law enforcement officers, strengthens public safety and responds to emerging threats with precision. He has brought more than $10 million to Delaware and Philadelphia counties to prosecute in federal court illegal gun possession by previously convicted felons (a federal and state crime itself).
