SPRINGFIELD - State Senator Willie Preston led legislation through the Senate that would facilitate neutral, good-faith contract negotiations between Chicago Public Schools principals and the Chicago Board of Education when an agreement can't be reached - without the need for strikes or lockouts that could disrupt students' education.
"Labor agreements should happen as the result of true, good-faith negotiations," said Preston (D-Chicago). "This plan lays out a fair framework to allow principals in our state's largest school district to enjoy the same right to a fair bargaining process as other public employees."
To facilitate negotiations without disrupting education and daily school operations, House Bill 297 looks to establish a mandatory interest arbitration procedure for educational supervisors - such as principals and assistant principals - in Chicago Public Schools when a collective bargaining impasse occurs. The measure stipulates that the existing terms of employment would remain in effect during the arbitration process, helping to avoid labor disruptions and uncertainty for CPS staff, families and students.
"We cannot allow labor disputes to stand in the way of the education and opportunities our children deserve," Preston continued. "This plan is about fairness, stability, and respect for those who lead our schools and help shape the future of Chicago. Principals in CPS deserve a fair shot at the negotiation table as they work to deliver a quality education to every student."
House Bill 297 passed the Senate Sunday.
