City Council Increases Senior and Disabled Tax Exemptions

Carrollton City Council voted unanimously to approve an amendment to an ordinance increasing the senior and disabled tax exemptions from $97,000 to $110,000 at the Tuesday, June 3 meeting.

The ordinance as amended is effective immediately and applies to Tax Year 2025 and subsequent tax years.

Individuals 65 years of age or older can apply for the $110,000 senior exemption, and any individuals who are disabled, as defined by the Social Security Administration as one who is totally disabled, can apply for the $110,000 disabled exemption. Either exemption may be claimed, but not both. To qualify, the individual must own and reside in a single-family residential unit within the City of Carrollton, occupy it as their primary residence on January 1 of the year of application, and cannot claim a homestead exemption on any other property.

"This change will provide tax relief to a vulnerable percentage of the population, ensure the overall tax rates are manageable, and does not negatively affect the City's financial health," Carrollton's Chief Financial Officer Diana Vaughn said. "By increasing the exemption, citizens of Carrollton will see increased tax relief for the upcoming tax year, continuing to make Carrollton a place families and businesses want to call home."

Since 2022, the City has increased the senior and disabled exemptions to bring the value of the exemptions back up to 35 percent of the average homestead value, according to Vaughn. Increasing the exemptions to $110,000 in 2025 continues that practice.

"The City of Carrollton provides various opportunities for tax relief for its citizens in compliance with state statute," Vaughn said. "It's important to maintain senior and disabled exemptions at an appropriate level, and the City is committed to reviewing exemptions annually."

These exemptions are in addition to Carrollton's initial homestead exemption which provides a 20 percent exemption or not less than $5,000 of the market value. The homestead exemption is calculated first, when residents seek to qualify. After that, either the senior exemption or the disabled exemption will be calculated from the balance of the market value.

The actual tax rate for the upcoming year will be considered by City Council after the certified role has been received from the Central Appraisal Districts for Collin, Dallas, and Denton Counties.
