Queen’s Announces New VP of Human Resources Labor Strategy & Negotiations

The Queen's Health Systems has announced the appointment of Justin Doane, Esq., as Vice President of Human Resources (HR) Labor Strategy and Negotiations, effective July 27, 2026.

Doane will be responsible for developing and implementing a labor and employee relations strategy, building a proactive framework focusing on collective bargaining and contract administration, and fostering positive union and bargained employee relations. His scope of work will include recruitment and retention, workforce training and development, performance improvement, compliance with legal requirements, and more.

The Kailua resident has extensive experience as a labor and employment attorney with more than two decades of labor relations, contract negotiations, and dispute resolutions under his belt. Most recently, he was a partner at the law firm FordHarrison, advising clients on all aspects of labor and employment law. Prior to that, he served as Vice President of Labor and People Relations at Hawaiian Airlines, where he led major initiatives to improve labor relations across the organization.

A native of Rochester, Michigan, Doane earned his Bachelor of Science at Michigan State University, his Juris Doctor at Wayne State University Law School, and his Master of Laws at Loyola University Chicago School of Law.
