Roseau, Dominica, 23 June 2025 (PAHO) - More than 70 stakeholders were engaged in a week-long consultation from June 16-20 to initiate the process of developing new mental health legislation in Dominica. The initiative is a collaboration between the Ministry of Health, Wellness and Social Services and the Pan American Health Organization (PAHO).
The consultations were facilitated by international mental health consultant Dr. Soumitra Pathare, a psychiatrist with over 35 years of experience. He led a series of focused small-group discussions with stakeholders from a wide range of sectors, including health, education, social services, disaster management, and civil society.
Participants included representatives from non-governmental organizations, human rights advocates, youth and aging specialists, and individuals with lived mental health experience. The sessions addressed a broad range of issues such as stigma and discrimination, access to mental health services particularly for adolescents, substance use, homelessness, and the need to shift from institutional to community-based models of care.
Discussions also explored policy reforms alongside legislative priorities. As a next step, a multi-stakeholder working group of 8-10 individuals will be established to support the drafting of the legislative instrument that will guide the modernization process over the coming months. Dominica's current Mental Health Act was enacted in 1987.
Consultant Psychiatrist Dr. Nadia Wallace expressed optimism about the initiative, stating:
"This is an excellent opportunity for Dominica as we need a Mental Health Policy and revision of the Mental Health Act of 1987, to reflect a process of care that is in keeping with the Universal Declaration of Human Rights; one which focuses on the rights and dignity of persons with issues of mental health. Dr. Soumitra's presence in Dominica this week as he has consultations with the various stakeholders is welcoming, it allows them to express their concerns and challenges, while making recommendations for changes they would wish to see in mental health in Dominica moving forward. I anticipate a continued partnership with PAHO and Dr. Soumitra."
The week concluded with a high-level debriefing session chaired by Honourable Minister of Health, Wellness and Social Services, Cassanni Laville, and attended by senior ministry officials.
A follow-up visit is planned for August 2025, which will include a second round of stakeholder engagement as part of the continuing legislative development process.
