Loss of EUR 231 million from Romania's NRRP in connection with the special pensions milestone

According to publicly-available information, Romania has lost definitively EUR 231 million from its national recovery and resilience plan (NRRP) funding because it failed to meet the milestones on the reform of special pensions, and in particular pensions for the judiciary, by the November 2025 deadline.

In light of this, can the Commission answer the following questions:

  • 1.Has the Commission sent the Romanian Government a formal notification, evaluation letter or any official correspondence regarding the definitive loss of the EUR 231 million under the NRRP owing to its non-fulfilment of the milestones on special pensions?
  • 2.If so, when was this sent, which Commission services were involved and what was the precise content of the evaluation relating to this milestone?
  • 3.What remedial measures, if any, were proposed to the Romanian authorities and was the possibility discussed of recovering some or all of the amounts forfeited?
