Legislative project on implementing the EU Gigabit Infrastructure Act relaunched

On 17 September 2026, the Ministry of Transport and Communications launched a legislative project to implement at national level the amendments required by the EU Regulation on measures to reduce the cost of deploying gigabit electronic communications networks (Gigabit Infrastructure Act). The Government submitted its proposal on the matter to Parliament already in August 2025, but the proposal was withdrawn in March 2026 to address the shortcomings identified by the Constitutional Law Committee in its statement.

In April 2024, the European Union issued the Gigabit Infrastructure Act. The aim is to provide everyone within the EU with gigabit network connections by 2030. The Act speeds up the construction of very high capacity networks.

The Gigabit Infrastructure Act includes provisions that call for national implementation. For this reason, a new national act would be prepared to facilitate the introduction of very high capacity networks. The act would repeal the current Act on the Joint Construction and Use of Digital Networks. In addition, amendments to certain other acts would be drafted in the project.

What's next?

The preparations will continue on the basis of the earlier government proposal and the decisions mainly made in the previous preparation process on the use of national discretion will be followed.

Most provisions of the EU Gigabit Infrastructure Act have applied since November 2025, so the national legislation must be brought into force as soon as possible.

The aim is to circulate the draft proposal for views in early 2027 and submit the government proposal to Parliament at the beginning of the autumn session 2027.
