Members Baldwin Day and Martinez Propose Updated Ordinance Map

As sponsors of the proposed Missing Middle Housing Opportunity Overlay (MMHOP) zoning ordinance, Assembly Members Erin Baldwin Day and George Martinez plan to submit an updated map as an amendment to the original legislation. The proposed map, as well as more information on the ordinance, can be found on the Assembly's Housing Focus page and will be introduced as a floor amendment at the October 6 Assembly Meeting.

The updated MMHOP map incorporates the following changes:
  • Inclusion of contiguous parcels on a street
  • Utilizing full streets as boundary lines
  • Inclusion of parcels designated "town center" that are adjacent to high-volume roads
  • Inclusion of nearby parcels where existing zoning indicates that additional housing density is intended, such as R-5
  • Inclusion of parcels within ¼ mile of a forthcoming public transit route along 36th Avenue
  • Exclusion of parcels determined to be in the JBER crash hazard area
"The starting point for MMHOP overlay coverage is the multi-family tax abatement map, which generally includes residential properties within a quarter mile of Anchorage's most-traveled roads and active public transit routes," said Member Baldwin Day. "The updated map better reflects the intent of the ordinance to enable the development of creative multifamily housing that the average resident can afford to build, buy, or rent. This means creating flexibility for property owners so they can decide how to most efficiently use the land they own and encouraging incremental density as individual parcels are redeveloped over time."
