Introduction
We are writing to update you regarding systematic changes that will be taking place starting on January 1st, 2026. As many of you know, the Department of Motor Vehicles has created a Dealer Processing Unit dedicated to handling and processing dealer transactions as they are received. The creation of this unit has required reorganization of staff and the development of processes in alignment with the modernized DMV system. The unit has maintained a 0-20-day processing timeframe, well within statutory requirements and much improved with the integration of the MyDMV portal and dealer portal billing.
Dealer Transaction Submission Requirements
Dealer transactions are to be submitted to the Dealer Processing Unit routinely and not to DMV branches or the Montpelier Counter.

Title 23 VSA 459: Upon issuing a number plate, temporary plate, or temporary decal to a purchaser, a dealer shall have 15 calendar days, or up to 30 days pursuant to subsection 2015(b) of this title, to forward the application, fees, and any other information the Commissioner may require.
Submission of applications pursuant to these statutes is paramount for ensuring consumer registrations are processed in a timely manner.

We appreciate your cooperation and assistance as we implement and enforce these changes. Preparations are underway to navigate the Dealer Processing Unit to the first floor of 120 State St., Montpelier, VT. In addition, a dealer window and scheduling system will be implemented in the future.
