CRPD Releases Video Related to July 07 Arrest at DHS/ICE Facility
Cedar Rapids, IA - The Cedar Rapids Police Department is releasing body-worn camera, and building security video related to an arrest that occurred on July 07, 2026, at the Department of Homeland Security/U.S. Immigration and Customs Enforcement (DHS/ICE) facility in Cedar Rapids.
The decision to release the video is intended to provide transparency and context regarding the incident and actions taken by responding officers. The footage captures events leading up to the arrest and shows activity that interfered with federal employees' ability to conduct normal business operations in and near the facility.
The video also documents the arrest of an adult woman and man who were taken into custody after officers determined enforcement action was necessary. Both refused lawful directions from CRPD officers and resisted being detained. During the arrest, officers utilized approved control techniques designed to safely gain custody of the individual(s). The tactics employed were consistent with Department training and are intended to protect the subject, officers, and nearby members of the public from unpredictable actions.
The Cedar Rapids Police Department recognizes that response-to-resistance incidents can generate public interest and concern. Reviewing the totality of an incident is important to understanding the decisions officers must make in rapidly evolving situations. The released video provides a more complete picture of the circumstances confronting officers at the scene and the factors that led to the arrest.
CRPD was present at this address 20 times between July 1, 2025, and July 23, 2026 - responding to calls for service and officer-initiated checks. Two events have led to arrests. On October 1, 2025 an individual was arrested for fighting with another person, and on July 7, when Annya Mari and Scott Boylen were arrested.
