The Act on Healthcare Professionals has been amended to make it possible to receive international assistance for healthcare in different kinds of crises. The amendments will facilitate and speed up the operations of humanitarian assistance providers in Finland when assistance is needed fast. The amendments will enter into force on 25 May 2026.
In future, the Act on Healthcare Professionals will not apply to professionals who come to Finland to provide international assistance based on a request made by the Government, the President of the Republic or a ministry. The professionals can start working immediately without having to apply to the supervisory authority for the right to practise their profession.
This will speed up the reception of assistance in emergencies and during incidents under normal conditions, including military conflicts, terrorist attacks, natural disasters and major accidents, when there is a sudden increase in personnel needs in healthcare.
Professionals participating in international assistance will support wellbeing services counties and local professionals in times of crisis.
The Government submitted the bill for approval on 21 May, and it is to be approved by the President of the Republic on Friday 22 May.
The legislation on healthcare and social welfare professionals is being reformed in accordance with the Programme of Prime Minister Petteri Orpo's Government as part of the Good Work Programme.
