Prior Authorization Reform Bill Hits Key Threshold in House

One of APMA's key legislative priorities, HR 3514, the Improving Seniors' Timely Access to Care Act of 2025 (Seniors' Act), has reached 290 cosponsors in the House of Representatives. The bicameral, bipartisan bill, led by Represenatives Mike Kelly (R-PA) and Suzan DelBene (D-WA), would establish an electronic prior authorization (PA) process in Medicare Advantage (MA) to streamline coverage decisions for medically necessary care.

The 290-cosponsor threshold opens eligibility for the House Consensus Calendar, a House procedure intended to facilitate floor consideration of broadly supported legislation. While this allows the bill's sponsors to streamline its consideration, it also places pressure on the committees of jurisdiction to hold a committee markup.
