Wyoming Delegation Joins President Trump at White House as He Strikes Down Biden-Era Buffalo Management Plan

WASHINGTON, D.C.- In a major victory for Wyoming energy and America's economic future, Senators Cynthia Lummis and John Barrasso, and Representative Harriet Hageman (all R-WY) joined President Donald Trump at the White House for the signing of their Congressional Review Act (CRA) resolution nullifying the Biden administration's Buffalo Resource Management Plan Amendment (RMPA).

"It was such an honor to be at the White House with Senator Barrasso and Representative Hageman to see President Trump sign our legislation officially undoing the Biden administration's last-minute Buffalo RMPA, which would've devastated Wyoming's economy and ended future coal mining in the Powder River Basin," said Senator Cynthia Lummis. "Wyoming is the key to President Trump's energy dominance agenda and rolling back this asinine, anti-Wyoming plan is critical for our state's future. It's a great Christmas present to see this signed into law."

"With President Trump's signature, we've officially ended the Biden-era war on Wyoming coal," said Senator John Barrasso. "I'm proud of the work Senator Lummis and Representative Hageman and I did to pass this resolution and stand up for Wyoming's coal miners and energy workers. Reversing this harmful proposal opens up thousands of acres for coal leasing and protects more than 4,000 good-paying jobs. Wyoming plays an important role in producing energy that is affordable, reliable, and abundant. Together with the Trump administration, we're unleashing Wyoming energy and getting America back on track."

This law allows our state to responsibly develop its resources and upholds our leadership in American energy production. I am proud to have fought alongside Senators Lummis and Barrasso to deliver this commonsense solution for our great state."

Background:

  • The presidential signing of this CRA officially terminates the Biden administration's Buffalo RMPA, reverting to the previous plan, and prohibits the BLM from issuing a substantially similar plan.
  • The WY delegation introduced the CRA in both the Senate and the House on October 8, 2025, and it passed both the Senate and the House the week of November 20th, 2025.
  • Over 40% of U.S. coal production comes from the Powder River Basin (PRB), located in northeast Wyoming and southeast Montana. The Bureau of Land Management (BLM) manages 780,291 acres and 4,731,140 acres of mineral estate in Wyoming's PRB, located within Campbell, Johnson, and Sheridan counties.
  • The BLM manages these lands pursuant to a Resource Management Plan for the Buffalo Field Office. In November 2024, the Biden administration issued a Resource Management Plan Amendment (RMPA) for Buffalo, selecting the no new leasing alternative. This makes "no BLM administered coal acceptable," zeros out 481,000 acres for coal leasing, and makes 48.12 billion short tons of coal unavailable. This is enough to meet U.S. coal demand for the next 116 years.
