Thrive EBR Advances to Parish Voters Following State Bond Commission Approval

BATON ROUGE - Thursday, July 17, 2025 - Mayor-President Sid Edwards today welcomed the Louisiana State Bond Commission's approval of all three ballot measures that make up Thrive EBR, a parish-wide initiative aimed at reinvesting in East Baton Rouge Parish without raising taxes.

Thrive EBR brings together the East Baton Rouge Library System, Council on Aging, Mosquito Abatement, and the City-Parish in order to tackle the parish's most pressing needs.

Thrive EBR proposes the renewal and rededication of portions of existing millages from the East Baton Rouge Library System, Council on Aging, and Mosquito Abatement and Rodent Control. The effort will allow the City-Parish to address critical needs, invest in infrastructure, and pay down existing debt without increasing the tax rate.

"I'm pleased the State Bond Commission approved our request," said Mayor-President Sid Edwards. "Now it's up to the voters to decide. Thrive EBR is a smart way to help fund our infrastructure and pay down debt at no additional cost to taxpayers."

The three ballot measures will appear on the November 15, 2025 ballot in East Baton Rouge Parish.
