Four Grand Prairie City Council Members have been appointed to NLC federal advocacy committees and councils for 2026.
In their respective roles, they will advocate for Grand Prairie residents at the federal level, addressing concerns like transportation, education, policies and the economy.

Bessye Adams, At Large, Place 7
Adams was appointed as elected at-large director of the National Black Caucus of Local Elected Officials (NBC-LEO). Adams was also appointed to the Council on Youth, Education, and Families (YEF Council) and will continue to hold her membership with the Women in Municipal Government (WIMG) Constituency Group.
In her role on NBC-LEO, Adams will represent the interests of African American local elected officials nationwide, offering a platform to share best practices, develop leadership skills, and address issues affecting their communities.
As a member on the Council on Youth, Education, and Families, Adams will work alongside elected officials and youth members from major national organizations, addressing concerns important to children and families.
As a member on WIMG, Adams will join a group of local women and their colleagues to foster communication, networking, and the exchange of ideas that support effective municipal leadership.

Jacquin Headen, District 2
Headen has been appointed to serve on the Human Development Federal Advocacy Committee, and reappointed to serve with the National Black Caucus of Local Elected Officials (NBC-LEO) and the Women in Municipal Government (WIMG) Constituency Groups.
As a member of the Human Development Federal Advocacy Committee Headen will play a key role in leading the NLC's advocacy and policy, across a broad range of social issues, including education, healthcare, and workforce development.
In her role with NBC-LEO, Headen will advocate for African American local elected officials nationwide by providing a platform to share best practices, enhance leadership skills, and tackle community-specific challenges.
As a member of the WIMG constituency group, Headen will join a group of local leaders to encourage collaboration and raise awareness about issues of concern to women.

Kurt Johnson, District 6
Johnson has been reappointed to the Finance, Administration, and Intergovernmental Relations (FAIR) Committee.
Johnson will provide strategic direction and guidance for NLC's federal advocacy agenda and policy priorities on municipal finance and intergovernmental relations with the federal government.

John Lopez, District 4
John Lopez was reappointed to the Transportation and Infrastructure Services (TIS) Federal Advocacy Committee. Lopez will continue his membership with the Hispanic Elected Local Officials (HELO) Constituency Group.
Lopez will provide strategic direction on local access to transportation programs for roads, safety, transit, rail, bridges, and more. Additionally, Lopez will be playing a key role in shaping NLC's policy positions and advocate on behalf of America's cities, towns and villages before Congress, with the administration and at home in Grand Prairie, Texas.
