Yaw: Over $6.2 Million in NAP Funding Awarded in 23rd District

HARRISBURG - State Sen. Gene Yaw (R-23) today announced $6,226,577 in funding to assist low-income individuals, combat food insecurity and improve distressed areas throughout the 23rd District was awarded through the Pennsylvania Department of Community and Economic Development's (DCED) Neighborhood Assistance Program (NAP).

"The Neighborhood Assistance Program allows businesses, communities and organizations to work together to revitalize our neighborhoods and improve access to job opportunities, quality education and affordable housing," Yaw said. "I am pleased to see this impactful investment in these worthy projects throughout our region."

The projects include:

Bradford County

  • Endless Mountains Mobility Alliance - $67,500 to provide free, life-sustaining rides for people in Bradford, Sullivan and Tioga counties who lack transportation.
  • Rekindle the Spirit, Inc. - $9,900 for the Rialto Theatre in Canton to expand its successful event series, boost attendance and help the local economy.

Lycoming County

  • Central Pennsylvania Food Bank - $5,653,827 to combat food insecurity by distributing nutritious food to families.
  • The New Love Center Jersey Shore - $39,000 to address food insecurity by purchasing and distributing healthy, fresh food.
  • American Rescue Workers - $7,150 to launch a Mobile Food Pantry to deliver a 3-day supply of food to low-income residents.
  • Geisinger Health Foundation - $210,600 to tackle rural healthcare workforce shortages and population loss through new partnerships and pipeline programs.
  • Loyalsock Foundation - $82,350 to install critical infrastructure (well, septic, electric) for The Summit: Center for Wellness.
  • Lycoming County SPCA - $36,000 to manage stray intake, pet population and create a safer and more sanitary community.
  • Lycoming-Clinton Counties Commission for Community Action (STEP), Inc. - $67,500 for Supportive Housing and Master Leasing Programs.

Sullivan County

  • Sullivan County Food Pantry - $3,250 to provide food distribution for over 655 low income and food insecure people.

Union County

  • Bucknell University - $49,500 for the Small Business Development Center (SBDC) to offer new digital and AI-focused training and consulting services.

The funding was part of $70 million awarded to 405 statewide projects through NAP, which provides tax credits to businesses that contribute to nonprofit organizations' efforts to revitalize communities. Through the NAP, businesses can receive tax credits of up to 95 percent on the contributions they make to a qualifying community project. Legislation to expand the NAP was sponsored by Yaw and State Sen. Nick Miller (D-14) and included in the 2024-25 state budget.
