Republic of Moldova and ILO sign new agreement to advance decent work

Geneva (ILO News) - The Ministry of Labour and Social Protection, the National Confederation of Trade Unions (CNSM) and the National Employers Confederation (CNPM) have identified three shared priorities to advance decent work for all in Moldova: strengthening social dialogue between the government, workers, and employers, improving social protection and working conditions, and promoting productive employment, skills development, and support for sustainable enterprises.

A united effort to improve work conditions in Moldova

Moldova's Minister of Labour and Social Protection, Alexei Buzu, said: "Enhancing labour market outcomes continues to be a top priority for the Government of Moldova. Our focus remains on boosting labour force participation, combating undeclared work, and reinforcing social protection. To drive these efforts forward, we are committed to strengthening the capacities of our core labour market institutions."

These measures aim to foster greater trust in public institutions and ensure that all citizens benefit from more inclusive and equitable labour market conditions.

This renewed partnership will help align Moldova's labour legislation with International Labour Standards and European Union regulations. It also aims to strengthen the role of trade unions and employer organizations in shaping policies. The DWCP will ensure more effective labour market institutions and help create policies that support quality employment creation, the acquisition of future-ready skills , and an enabling business environment.

Building stronger institutions for fair and inclusive work

Key institutions, including the tripartite National Commission for Consultations and Collective Bargaining, the National Employment Agency, and the State Labour Inspectorate, will receive support to help them improve workplace safety, reduce undeclared work, prevent labour market exclusion, and protect workers' rights.

Beate Andrees, ILO Assistant Director-General and Regional Director for Europe and Central Asia, emphasized the long-standing partnership between Moldova and the ILO, which has continued even through challenging times of economic and social transition.

"Moldova has made remarkable strides in promoting decent work, in particular social dialogue: this new programme builds on that foundation, reaffirming our strong partnership and shared commitment to decent work and social justice," she added, highlighting that this was now the sixth DWCP signed.

Empowering Workers and preparing for the Future of Work

The new DWCP also focuses on empowering women economically and increasing their participation in the workforce. Additionally, it aims to help create a better environment for sustainable enterprise development, improve understanding of labour migration, and build skills needed for a digital and green economy.

Leonid Cerescu, President of the CNPM, said the new agreement with the ILO would serve as a tool to translate policies into practice and strategies into solutions.

CNSM President Igor Zubcu added: "The new programme builds on our ongoing commitment to promote decent work, strengthen social dialogue, enhance employment policies, and support an inclusive transition to formal employment-all in the spirit of social justice. This is a strategic document for Moldova, outlining a clear vision and concrete objectives to tackle current labour market challenges while also embracing the opportunities presented by the future of work."
