Hello neighbors, we're writing to share that the work at the intersection of NE 68th and Halsey has been removed from the Halsey Safety and Access to Transit Project.
In recent months, we have received new information that the project will have less funding available than earlier anticipated. As a result, the project scope must be reduced to align with the resources currently available.
Staff reviewed the entire scope of the project, which was designed to provide safety improvements on NE Halsey from NE 80th to NE 92nd, plus the intersection at NE 69th, at the west end of the bike lane in that area.
During a thorough scope review, the project team evaluated ways to reduce costs. The analysis showed that all remaining project elements from NE 80th to 92nd are interdependent. Removing any one component would compromise the entire walking and biking connection and render it unusable.
To move forward responsibly, the project team identified two changes:

Remove construction of the NE Halsey at 69th intersection improvements from this project. We have completed a new design for the intersection that will make it safer for people biking and walking to travel through the area, where Interstate 84 eastbound travelers exit the highway and enter NE Halsey Street.
The intersection design is fully complete. It's a shovel-ready project. We believe it's an important improvement and we are actively pursuing funding to build it as originally planned. While the work will be delayed, it should not be considered canceled.
The intersection of NE Halsey and 69th is separated from the rest of the project by about 10 city blocks, so delaying this portion does not impact the functioning of the main section of the project, covering 12 contiguous blocks east of NE 80th Avenue.

Remove about 150 feet of planned sidewalk infill on the north side of NE 81st Avenue, where it curves just east of the the forthcoming NE 81st and Halsey roundabout. This was considered a low priority segment, as there is an existing sidewalk on the south side of the street, and this 150-foot stretch would not have connected to an existing sidewalk. Even with this segment removed, the new roundabout will provide a safer and more comfortable route for pedestrians and people biking to cross Halsey and use sidewalks and bike lanes to access destinations to the east, including NE 82nd Avenue.
These adjustments shorten the overall project construction duration by about one month, and result in an estimated total savings of $380,000.
