DC Housing Enterprises Commits $15.5M of New Market Tax Credits to Volunteers of America

Funds to support expansion of health and human services in Washington, D.C.

Washington, D.C. [Dec. 29, 2025] - The D.C. Housing Enterprises (DCHE), a nonprofit affiliate of the District of Columbia Housing Authority (DCHA), has committed $15.5 million of New Market Tax Credit (NMTC) allocation to Volunteers of America Chesapeake & Carolinas (VOACC). The funding will provide critical working capital to expand VOACC's capacity to deliver essential health and human services to underserved residents in Washington, D.C.

The $15.5 million NMTC allocation will support the expansion and enhancement of a range of VOACC programs available in DC for low-income individuals including:

  • Services for persons with intellectual and developmental disabilities;
  • Medical respite care for unhoused individuals recovering from hospitalization;
  • Workforce development and employment support;
  • Mental health and substance use recovery services.

"The NMTC program is a valuable tool that spurs economic development and helps expand access to critical services in under-resourced neighborhoods," said DCHA Executive Director Keith Pettigrew. "This investment will help address disparities in access to healthcare and other support services, and in turn, foster the well-being and success of District families."

The New Market Tax Credit investment strengthens our mission to serve those most in need and helps accelerate development of our new D.C. headquarters and service hub," said Candace Vanderwater, President & CEO, VOA Chesapeake & Carolinas.

This investment will increase VOACC capacity to meet the growing needs of the communities it serves in the DMV region. In 2024, VOACC supported more than 9,700 individuals and families across Maryland, Virginia, D.C., and the Carolinas through 37 programs focused on housing, health, and human services.

The funds are part of $55 million of NMTC allocated to DCHE in October 2022 by the U.S. Treasury's Community Development Financial Institution Fund to deploy capital into economically distressed communities and businesses.
