Deputy City Manager

The City of Chula Vista has appointed several key leadership positions that will support the continued effective governance of Chula Vista. Approved by the City Council during closed session on Tuesday, March 17, these appointments will fill two of the City management positions and promote deserving City employees.

Sarah Schoen was appointed deputy city manager after serving as director of Finance. She brings 27 years of public sector experience, including prior service with the City of San Diego, and has worked for the City of Chula Vista since 2021.

Roy Sapa'u has been appointed deputy city manager while continuing to serve as director of Development Services. With more than 25 years of experience in local government, Sapa'u previously served as deputy city manager for the City of Encinitas and joined Chula Vista six months ago.

Schoen and Sapa'u fill vacant deputy city manager positions, joining Deputy City Manager Courtney Chase to round out the City management team.

Angelica Aguilar has been promoted to director of Public Works after serving as assistant director. Bringing more than 26 years of service to the City, Aguilar began her career with Chula Vista after graduate school and has worked across multiple departments, including Police, Administration and Finance.

Adrian Del Rio has been promoted to director of Finance after serving as assistant director since November 2021. He brings more than 19 years of experience in public finance, including prior work with the City of San Diego.

City Manager Tiffany Allen said the appointments reflect the City's focus on continuity, institutional knowledge and strong leadership.

"Everyone brings a deep commitment to public service and a proven track record of leadership," said Allen. "I look forward to working with them as we continue delivering results for our community."

These leadership changes are expected to take effect later this month.
