Subject to AS 38.05.850, the Northern Regional Land Office has received an application for the following:

APPLICANT: Department of Natural Resources, Division of Mining, Land, and Water (DNR DMLW)

PROJECT NAME: ADL 416985

GEOGRAPHIC LOCATION: Crossing Twenty-three Mile Slough and is located on the Old Valdez Trail between the Tanana River and the Richardson Highway (See Attachment A).

LEGAL DESCRIPTION: Within the NW ¼ of the NW ¼ Section 21 Township 3 South, Range 3 East, Fairbanks Meridian

REQUESTED ACTIVITY: DNR-DMLW proposes to issue a public easement for habitat purposes measuring 80 feet long, 30 feet wide, and 0.06 acres in size, more or less, encompassing a preexisting bridge as shown on page 12 of Attachment B. The bridge was constructed across Twenty-three Mile Slough as part of a multi-agency watershed restoration project in the early 2000s to improve water quality and fish habitat by replacing low-water crossings and undersized culverts.

REQUESTED TERM: In perpetuity or until no longer needed.

DEADLINE FOR COMMENTS: Wednesday, April 1, 2026

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 3700 Airport Way, Fairbanks, AK 99709 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue an authorization with stipulations for the activity. The activity may be modified during the review and adjudication process.
