SIIA statement on SB243 and AB1064

The following statement can be attributed to Paul Lekas, Senior Vice President, Global Public Policy, the Software & Information Industry Association (SIIA).

SIIA applauds California Governor Gavin Newsom for his thoughtful approach to companion chatbot legislation in the Golden State by signing Senator Padilla's SB243. The approach outlined in SB243 creates transparency and safeguards for companion chatbots without stifling innovation or raising significant constitutional questions. SIIA recognizes the importance of safeguards around companion chatbots, particularly with youth, and appreciates this action.

The standards in SB243, as opposed to the vetoed AB1064, are clear and reasonable, meaning companies are better able to comply. Importantly, the safeguards provide protections for Californians and, until Congress passes legislation, can serve as a standard for other states exploring companion chatbot legislation. SIIA believes that protecting the safety of youth while using AI is an important goal and essential that policies, such as SB243, are enacted that reflect the diverse needs of consumers and do not hinder further progress and development.
