HACP to Hold Public Hearings on Sept. 4, 2025, for Proposed FY 2026 Housing Choice Voucher Program Utility Allowances

Pursuant to regulation 24 CFR 982.517, the Housing Authority of the City of Pittsburgh (HACP) Housing Choice Voucher (HCV) Department has completed its annual review and update of the HCV Utility Allowance Schedules.

The proposed Fiscal Year (FY) 2026 HCV Utility Allowance Schedules are available for review and comment from Tuesday, Aug. 17, 2025, to Tuesday, Sept. 16, 2025. The proposed effective date of implementation is Jan. 1, 2026.

Written comments on the FY 2026 HCV Utility Allowance Schedules must be addressed to:

Written comments must be received by the close of business (5:00 p.m.) on Tuesday, Sept. 16, 2025.

Public Hearings to receive public comments on the proposed FY 2026 HCV Utility Allowance Schedules will be held onThursday, Sept. 4, 2025, at 9:30 a.m. and 5:30 p.m. via Zoom.
