Removal of Cuba from the United States’ list of state sponsors of terrorism

The Brazilian government welcomes the decision by the United States government to rescind its unilateral designation of Cuba as a state sponsor of terrorism, suspend the enforcement of Title III of the Helms-Burton Act, and remove restrictions on relations between American individuals and entities and their Cuban counterparts.

The Brazilian government has consistently emphasized-both in public statements at multilateral and regional fora, and in its dialogue with the U.S. government-that it is unjust and unwarranted to keep Cuba on a unilateral list of countries allegedly promoting terrorism, when it is widely acknowledged that Cuba actively contributes to the promotion of peace, dialogue, and regional integration.

The relief measures adopted by the United States are a step in the right direction, constituting an act of redress and a restoration of justice and international law.

The Brazilian government expresses its hope that these measures will pave the way for a constructive pattern of engagement between Cuba and the United States, founded on dialogue, cooperation, and respect for international norms.
