(Alpine, Texas, Oct. 29, 2026) - U.S. Department of Agriculture Rural Development Texas State Director James Redfield recently visited Alpine, Texas, to announce a $1 million Emergency Community Water Assistance Grant (ECWAG) for the City of Alpine. The funding will be used to construct a new public water supply well and plug an existing well that is no longer operational.
"Access to safe and reliable water is fundamental to every community. When rural towns face emergencies that jeopardize essential services, USDA Rural Development is committed to providing the resources needed to help communities recover and move forward. The Trump Administration remains focused on strengthening rural infrastructure and supporting investments that protect public health, promote economic growth, and improve quality of life across rural Texas," said Redfield.
The project is intended to address the potable water shortage the city has experienced following the failure of a well earlier this year. Construction of the replacement well is already
underway and will restore groundwater production capacity, improve system reliability, and help ensure the continued availability of safe drinking water for the residents of Alpine.
The funding is provided through USDA Rural Development's Water and Environmental Programs. The Emergency and Community Water Assistance Grant Program helps communities prepare for, or recover from, an emergency that threatens the availability of safe, reliable drinking water. USDA Rural Development offers loans, loan guarantees, grants, and technical assistance to support essential small business, affordable housing, health clinics, emergency service facilities, water and sewer systems, electric and broadband.
