Electrification advances unevenly across Europe amid persistent structural barriers

Transport & Mobility Leuven (TML) has published its fourth quarterly update of Key Performance Indicators (KPIs), providing a fresh snapshot of how Europe is progressing toward the transition to zero-emission mobility.

TML's Q4 report highlights that progress remains uneven across Member States, with some advancing rapidly toward electrification while others continue to lag, underscoring persistent structural and economic gaps.

This quarterly update includes a focused assessment across four critical areas that underpin the shift to electric mobility:

  • Electricity grid - Indicators of grid readiness point to gradual, incremental improvements rather than the step-change required to fully support widespread vehicle electrification. Continued investment and modernisation will be necessary to ensure capacity, reliability, and resilience as demand increases.
  • Consumer perspective - High Total Cost of Ownership (TCO) remains a barrier to electric vehicle (EV) adoption in Europe. As a result, national tax policies, subsidies, and purchase incentives remain critical levers for accelerating uptake.
  • Charging infrastructure - Key questions remain about whether the charging network is expanding quickly and evenly enough to meet rising demand. Adequate geographic coverage, accessibility, and reliability are essential to building consumer confidence and supporting mass adoption.
  • Manufacturing - The competitiveness of Europe's automotive and battery industries depends heavily on manageable energy costs, secure supply chains, and domestic production capacity. Strengthening these foundations will be vital to sustaining growth and maintaining global competitiveness.

Regular KPI monitoring remains essential to track progress, identify shortfalls, and guide targeted action as Europe advances toward its zero-emission goals.
