City Council Highlights 9.1.2026

The City Council, Municipal Authority, and Economic Development Authority met on Tuesday, Sept. 1, with more than 70 items on the agendas.

Here are a few of the highlights from the meetings.

The Tulsa City County Library Commission announced that it will break ground on the new Warren Library in south Broken Arrow on Oct. 20 at the southeast corner of South Chestnut Avenue and East New Orleans Street. The Commission asked the Council to name three areas of the library in honor of a historic Broken Arrow figure or group, a significant landmark, a historic location, or another meaningful community asset.

The three areas and selected names include:

• Maker Space-will be named in honor of Farhad Daroga
• Children's Outdoor Play Space-will be named in honor of Vice Mayor Johnnie Parks
• Educational Classrooms-will be named in honor of Jan Collins

The Council approved a $57,860 professional consultant agreement with Cowan Group Engineering, LLC, to design a residential street rehabilitation project for Vandever Acres. The agreement is funded by the Street Sales Tax and the 2018 GO Bond Proposition 1.

The Council approved a $135,900 procurement contract with Contech Engineering Solutions, LLC, for an 80-foot prefabricated bridge for the Wolf Creek Pedestrian Bridge Improvement Project. Funding for the bridge is provided through the 2018 GO Bond Proposition 5.

Following the Council's approval of a $14,100 professional consultant agreement, Selser Shafer Architects will design a new roof for the Public Safety Complex Annex Building.

The Council also approved a promotional license between the city and Ice Challenge Enterprises, LLC, for an outdoor holiday ice rink in the Rose District Pavilion. The ice rink is scheduled to open Nov. 9 through Jan. 4.

The Police Department received authorization to purchase 46 ballistic vest carriers from Velocity Systems for $65,436. The purchase will come from the department's operational budget.

In addition, the Council authorized the acceptance of two grants.

• The first is a $795,000 Google Water Replenishment Program Sponsorship Award. The program provides 100 percent funding with no matching funds required and supports the implementation of an acoustic leak-detection program. The project aims to strengthen the city's ability to identify and repair water leaks.
• The second is a State and Local Cybersecurity Grant Program award from the Oklahoma Office of Homeland Security. The award provides $32,400 in federal funding for independent cybersecurity testing and risk assessment. It requires a 40 percent local match of $21,600.

Northeastern State University President Dr. Rodney Hanley provided the Council with an update on university activities.

Mayor Wimpee and the Council presented a Citation of Recognition to the Youth on Guard Memorial Foundation.

Brewer Construction received a variance to permit temporary construction activity noise outside the hours of 7 a.m. and 10 p.m. to pour concrete at the Harvest Church build on the corner of New Orleans and Lynn Lane.

The Municipal Authority received the July 2026 Water Supply Report and the Wastewater Discharge Monitoring Report.

The Trustees also approved a construction contract with Crossland Heavy Contracts, Inc., for the Regional Metropolitan Authority Haikey Creek Wastewater Treatment Plant Biosolids Improvements Project, totaling $19,299,500 and funded by an Oklahoma Water Resources Board loan.

The next regular meeting of the governing bodies will take place on Tuesday, Sept. 15, at 6:30 p.m.
