The President of the Government of Spain addressed the plenary of the Global AI Impact Summit 2026, held in India, where he advocated for a humanist model of artificial intelligence "for good", one that serves a purpose, particularly in the public sector: improved services, reduced bureaucracy, and better citizen service.

The President of the Government of Spain, Pedro Sánchez, participated in the AI Impact Summit, the forum that brings together global leaders from the political, economic, and technological spheres in New Delhi, India, to address the unprecedented transformation brought about by the proliferation and integration of artificial intelligence in all areas of society.
In this context, highlighting the potential of AI to "expand knowledge, boost productivity, and improve our collective well-being," President Sánchez emphasised a more humanist model, championed by Spain, based on values and respect for rights, "because we believe in AI for good".
At the Summit, Pedro Sánchez outlined the government's efforts to facilitate, incentivise, and disseminate artificial intelligence in both the private and public sectors, "as a result of a clear strategy based on sustained public investment, European cooperation, and a firm commitment to building technological sovereignty". He also highlighted the recognition Spain received from the Organisation for Economic Co-operation and Development (OECD) for its application of AI in public administration, thanks to the premise that it must follow a purpose: better public services, less bureaucracy, and a more efficient state that works for its citizens.

For this reason, Pedro Sánchez stressed that "progress without ethics is not progress. And innovation without purpose is not leadership. It is failure", pointing to the need to "democratise AI", a position he has consistently advocated; a conviction that led Spain to promote the Charter of Digital Rights in 2021, create the first European agency for AI oversight, and support international frameworks aimed at governing AI responsibly.
President Sánchez also alluded to the development of AI governance in this process of democratisation, paying particular attention to the concentration of power, so that it is not "in the hands of a few". In military matters, he stressed that AI must be a tool that adheres to the law and contributes to international peace and security, and he congratulated the United Nations (UN) on the creation of a Scientific Panel on AI whose first meeting will be hosted by Spain.
He also advocated for the establishment of safeguards capable of addressing the impact and risks that AI generates in the labour market and the environment, and in this regard, he argued that the AI that Spain wants is safe, transparent, and aligned with the Sustainable Development Goals.
