Florida Public Service Commission Approves Key 2025 Reports

TALLAHASSEE, Fla. - The Florida Public Service Commission (FPSC) today approved four major reports that advance the state's goals for reliable, efficient, and cost-effective utility services. The approved reports cover the Lifeline Assistance Program, Regulatory Assessment Fees (RAFs), Ten-Year Site Plans (TYSPs), Storm Protection Plans (SPPs) and the Florida Energy Efficiency and Conservation Act (FEECA).

2025 Annual Lifeline Report
This report details the participation in Florida's Lifeline Assistance Program. The report found that as of June 30, 2025, 332,887 Florida households subscribed to Lifeline, representing an increase of more than 120,000 households from the previous year. The program provides discounted phone and broadband services to low-income consumers.

2025 RAF Report
The RAF report highlights the FPSC's continued success in maintaining a 20 percent reduction in telecommunications fees since the 2011 Regulatory Reform Act. The Commission has streamlined oversight while continuing to safeguard consumers through programs such as Lifeline and Telecommunications Relay Service.

2025 Ten-Year Site Plans
The TYSP's are estimates of each generating electric utility's power generating needs and the general locations of its proposed power plant sites over a 10-year planning horizon. Florida's electric utilities project a 1.35% annual growth in energy demand through 2034, fueled by population growth and emerging technologies. The FPSC classified all utility plans as "suitable" for planning purposes and found they support a reliable and diversified power grid.

2025 Storm Protection Plan Report
The SPP report details the storm protection programs carried out by Duke Energy Florida, Florida Power & Light, Florida Public Utilities, and Tampa Electric. The Commission's report highlights Florida's ongoing progress in cutting storm restoration costs, shortening outages, and strengthening the electric grid through investments in hardening, undergrounding, vegetation management, and automation.

2025 FEECA Report
The 2025 FEECA Report summarizes efforts to promote energy conservation and tracks utility progress toward energy-saving goals under the Florida Energy Efficiency and Conservation Act. Utilities, including FPL, Duke Energy Florida, and Tampa Electric, continue to achieve measurable energy savings through demand-side management, and efficiency programs. Public education and utility programs help consumers take steps to lower bills and reduce environmental impact.

The approved reports will be transmitted to the appropriate recipients including the Governor, President of the Senate, Speaker of the House of Representatives, the Commissioner of Agriculture and Consumer Services, the Florida Department of Environmental Protection, and to the Florida Documents Librarian as required by law.
