Rep. Roy Leads Letter with 17 House Conservatives Pushing for a Vote on H.R. 2

"Speaker Johnson, Majority Leader Scalise, Chairman Jordan, Chairman Garbarino, and Chairman Mast,

We respectfully request that the House of Representatives bring the Secure the Border Act, also known as "H.R. 2," in the 118th Congress, for a vote when we reconvene in January 2026 to permanently secure the border, codifying President Trump's successful border policies.

On his first day back in office, President Trump directed his administration to secure our borders after four years of deliberately reckless border policies from the Biden-Harris-Mayorkas administration that allowed at least 10 million illegal aliens to enter the United States, which brought untold consequences on our communities nationwide.

Indeed, under the Trump administration, illegal border crossings have fallen to record lows, as the administration has ended the absurd practice of releasing large numbers of economic illegal aliens into the interior, signaling to the world that catch-and-release is over. President Trump and his administration should be commended for ending the worst border crisis in recent history by obtaining reasonable control of our borders through sound policies.

To that end, the House of Representatives must finish what it started last Congress by passing H.R. 2 again and sending it to the Senate before another anti-borders administration exploits the loopholes in current law, which is what the Biden administration did, and unleashes another border crisis on the American people. Our nation is still reeling from the effects of mass, unchecked illegal immigration from the past four years, and will likely continue to feel those consequences for years to come.

Some Americans and communities suffered fiscal strain as their social services were stretched due to the impact of illegal aliens released from the border appearing in their neighborhoods. Others endured permanent losses, such as the tragic deaths of Kayla Hamilton, Laken Riley, and Jocelyn Nunngaray at the hands of illegal aliens released by the Biden administration at the southern border, all of whose parents are left without a child. Our nation should never endure a deliberate economic, social, and security crisis because the federal government failed in its most basic responsibility: securing our borders.

H.R. 2 contains the policy fixes that would prevent a crisis from recurring by fixing longstanding policy gaps in our asylum system, ending mass parole, ensuring aliens are detained at the border, enrolled into a safe-third-country, or turned away if operational control cannot be achieved.

No presidential administration stays in power indefinitely, meaning the next administration can undo the policies of the outgoing Trump administration, which is precisely what former President Biden did when he was sworn into office on January 20, 2021. We cannot delay the passage of H.R. 2 any longer.

Nearly every House Republican voted to pass H.R. 2 last Congress, bringing different corners of the conference together on codifying sensible border security measures that would protect the American people from rampant illegal immigration.

Additionally, if and when H.R. 2 is brought up, it should be free of any amnesty, increases in permanent legal immigration, or guestworkers. While more enforcement-focused measures could be included in the next iteration of H.R. 2, the Secure the Border Act is just that - ensuring the federal government has the statutes and framework to secure our borders from illegal immigration, bad actors, and poisonous drugs, not a vehicle to insert amnesty for illegal aliens or to boost legal immigration flow in exchange for voting on common sense border security.

We recognize the House of Representatives has focused on pressing matters this year, such as securing the passage of the One Big Beautiful Bill Act, responding to Charlie Kirk's tragic assassination, navigating the Democrat-led government shutdown, but we must immediately act on moving H.R. 2 when we return in January, while we have majorities in both houses of Congress and the White House. In doing so, we would be fulfilling the Trump administration's and this Congress's mandate to deliver a permanently secure border for the American people."
