International Conference in Baku: 30-Year Constitution of Azerbaijan and Legacy of Heydar Aliyev in Strengthening Parliamentarism

An international conference was held in Baku on the occasion of the 30th anniversary of the Constitution of the Republic of Azerbaijan and the 107th anniversary of the Parliament of the Republic of Azerbaijan - under the title "Heydar Aliyev - Founder Of Sovereign Azerbaijan's Constitutionalism And Parliamentarism". The event was organised by the Milli Majlis of the Republic of Azerbaijan and the Baku branch of the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD).

Participants included MPs from CIS states, members of the Central Election Commission of Azerbaijan, representatives of ministries, diplomatic corps, higher-education institutions and experts.

In his address, Secretary General of the IPA CIS Council Dmitriy Kobitskiy emphasized that the Constitution's anniversary should be viewed inseparably from the history of Azerbaijani parliamentarism and the role of Heydar Aliyev. He noted that the founding president invested all his spirit and efforts into the Constitution, embedding within it the principle of parliamentarism.

Further greetings were delivered by Deputy Secretary General of the IPA CIS Council - Plenipotentiary Representative of the Milli Majlis of the Republic of Azerbaijan Aydin Jafarov, and by Deputy Head of the IPA CIS Council Secretariat - Director of the International Institute for Monitoring the Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD), Ivan Mushket. According to Ivan Musket, the functioning of executive and legislative bodies plays a vital role in a country's life; their coordinated efforts have laid the legal foundation for the development of national parliamentarism based on democratic values and rule of law.

Conference participants met with Deputy Chair of Milli Majlis of the Republic of Azerbaijan Ziyafet Askerov to discuss Azerbaijani MPs' work within the IPA CIS. The IPA CIS delegation also paid tribute to Heydar Aliyev by taking part in a wreath-laying ceremony at his monument.
