Office of Special Prosecutions Completes Review of Officer-Involved Shooting in Anchorage

(Anchorage, AK) - The Office of Special Prosecutions completed its review of an officer-involved shooting that occurred on Feb. 4, 2025, involving Francis Rochon and Anchorage Police Department Officer Isaac Kimball.

The review determined that Officer Kimball was legally justified in his use of deadly force against Mr. Rochon. The incident occurred after Officer Kimball and other APD officers responded to multiple 911 calls reporting a man walking in the middle of East Tudor Road pointing a gun at passing vehicles, including a school bus. When Officer Kimball responded, Mr. Rochon began walking toward him while gripping a handgun that was visible in his pocket. Officer Kimball ordered Mr. Rochon to take his hand off the gun, but Mr. Rochon refused to comply and continued to advance toward Officer Kimball, at which point Officer Kimball fired six shots from his patrol rifle, striking and killing Mr. Rochon.
